OTE is majority-owned by Deutsche Telekom, one of Europe's biggest telecom companies, which gives it access to significant technical and financial resources.

It operates primarily in Greece and Romania, and its dominant market position in Greece — where it controls a large share of both fixed and mobile networks — acts as a strong competitive moat.
